REQUEST FOR SEALED PROPOSALS

Region 9 Education Service Center is requesting competitive sealed proposals for THIRD-PARTY EVALUATION SERVICES OF MENTAL HEALTH INITIATIVE PROGRAM.  For a copy of the proposal specifications contact:

Sealed proposals, clearly marked “THIRD-PARTY EVALUATION RFP #2026-02” on outside of sealed envelope, are due at Region 9 ESC, 301 Loop 11, Wichita Falls, TX, 76306, no later than 3:00 PM (CDT) on Tuesday, July 21, 2026.  Proposals will be opened at Region 9 ESC at 3:15 PM the same day for preliminary review.  Negotiations as necessary will take place July 22 – 31, and recommendation for award(s) will be presented to the ESC Board of Directors at their meeting currently scheduled for 12:30 PM, Wednesday, August 26, 2026.

Questions

Q – (From current provider) Can Region 9 Education Service Center personnel be listed as a client reference or provide a letter of reference for this proposal? We have an existing business relationship with current Region 9 ESC staff. Alternatively, does Region 9 have a policy that prohibits references and letters of reference that come from within Region 9?

A – Region 9 ESC declines to be listed as a reference or write a letter of reference, because the staff who will be most involved with the evaluation process would also be the staff who would have the experience/relationship to write the letter.  The evaluation rubric has a criterion which takes into account the past relationship between Region 9 ESC and the respondent.

To be considered, proposer must hold a current irrigation system license and weed/pest control license.

Sealed proposals, clearly marked “LAWN MAINTENANCE RFP #2026-03” on outside of sealed envelope, are due at Region 9 ESC, 301 Loop 11, Wichita Falls, TX, 76306, no later than 3:00 PM (CDT) on Tuesday, July 28, 2026.  Proposals will be opened at Region 9 ESC at 3:15 PM the same day for preliminary review.  Negotiations as necessary will take place July 29-August 7, and recommendation for award(s) will be presented to the ESC Board of Directors at their meeting currently scheduled for 12:30 PM, Wednesday, August 26, 2026.

Report from Pre-proposal Site Visit

A voluntary pre-proposal site visit was scheduled for Friday, July 17, 2026 at 9:00 AM.  Only the current provider was in attendance and had no questions, so no walk around the locations were held. 

Therefore, no addendum will be issued. 

Questions

Q – Please clarify the renewal/pricing structure. 

A – Respondents should list the pricing they feel is appropriate for the scope of work for the period of this proposal, September 1, 2026 – August 31, 2027.  In subsequent years (2027-2028, 2028-2029, 2029-2030), the contracted provider and Region 9 ESC may mutually agree to re-issue annual contracts without issuing a new request for proposals, provided the scope of work does not significantly change, and the fees charged by the contracted provider do not increase more than 3% per contract.  If the contracted provider and Region 9 ESC cannot agree to terms that meet those provisions, the contract will not be renewed, and a new contracting process will be enacted. 

GENERAL PROVISIONS APPLICABLE TO ALL PROPOSALS

Failure to have a response submitted by the above deadline shall result in the response NOT being considered; fax or other electronic submissions shall NOT be considered.  The selection of respondents shall be in accordance with Texas Education Code Chapter 44, if applicable, and Texas Government Code 2254. 

REGION 9 ESC RESERVES THE RIGHT TO REJECT ANY OR ALL RESPONSES AND TO WAIVE IRREGULARITIES OR INFORMALITIES AS MAY BE DEEMED IN ITS BEST INTEREST.

WAIVER OF CLAIMS:  BY TENDERING A RESPONSE TO THIS REQUEST FOR PROPOSALS, THE PROPOSER ACKNOWLEDGES THAT IT HAS READ AND FULLY UNDERSTANDS THE REQUIREMENTS FOR SUBMITTING A RESPONSE, AND THE PROCESS USED FOR SELECTING A PROVIDER.  FURTHER, BY SUBMITTING A RESPONSE, THE PROPOSER FULLY, VOLUNTARILY AND UNDERSTANDINGLY WAIVES AND RELEASES ANY AND ALL CLAIMS AGAINST REGION 9 ESC, OR ANY OF ITS DIRECTORS, OFFICERS, AGENTS AND/OR EMPLOYEES THAT COULD ARISE OUT OF THE ADMINISTRATION, EVALUATION, OR RECOMMENDATION OF ANY RESPONSE SUBMITTED TO THIS REQUEST FOR PROPOSALS.
